Test Services Agreement (TSA)

Under a Test Services Agreement (TSA), a federal laboratory performs a test or technical service for an industry participant for a fee. For example, materials, processes, equipment, models, devices, computer software, etc., may all be tested under TSAs. The TSA is not a joint R&D effort with the government, and all inventions and data belong to the industry participant.
