What is a Technology Transfer Mechanism?
Making available the results of the federal investment in
research and development efforts, whether through licensing a
federal invention, utilizing federal facilities and equipment,
working collaboratively on a common research effort, or by other
means, requires a statutory authority -- a transfer
mechanism -- to accomplish the transfer. The laws, orders, and
regulations that govern federal technology transfer have created
or encouraged the development of the various mechanisms that make
this possible. Some mechanisms are common to all agencies, and
others are unique to specific agencies. Although there are many
ways to accomplish tech transfer, several of the more
often-utilized mechanisms include Cooperative Research and
Development Agreements (CRADAs), Patent License Agreements, and
Facility Usage Agreements.
