Ideal for newcomers to the technology transfer field or as a refresher for T2 veterans, this day-long course provided a basic foundation in the background, concepts, and practical knowledge required to transfer federally funded technologies from the laboratory to the marketplace. Subject-area experts provided information about technology transfer and the technology transfer process, as well as practical insights into the nuts and bolts of technology transfer implementation.   • Intellectual Property Protection and Rights in Government Inventions

    Provided an overview of the various forms of intellectual property (IP), IP protection, and IP rights pertaining to inventions of federal employees and contractors.
  • T2 Mechanisms (Non-CRADA)

    Surveyed a wide range of mechanisms used by federal laboratories to transfer technology, including license agreements, facility-use agreements, material transfer agreements, work for others, partnership intermediary agreements, and many others.

Technology Transfer Intermediate Training

Designed for T2 professionals who have a basic foundation in the background, concepts and processes of technology transfer or who have completed the T2 Fundamentals Training course, this day-long, intermediate-level course featured two highly interactive workshops for technology transfer professionals, federal scientists, and engineers that focused on developing and commercializing innovative technologies.

    This workshop focused on how researchers, scientists, and technology entrepreneurs can interest investors and other business backers in their ideas. In this workshop, based on her book So what? Who cares? Why you? The Inventor's Commercialization Toolkit, Ms. Kennedy showed how to increase the odds of bringing innovative ideas from "lab to life."
  • Licensing and Negotiations Workshop
    Mark Reeves, Oak Ridge National Laboratory
    This workshop first examined the elements of an effective license, including such issues as intellectual property valuation and financial consideration, the types of licenses and when to use them, sublicensing, R&D prior to product sales, gross vs. net sales, and diligence provisions. The workshop then focused on how to successfully negotiate a license agreement, including the purpose of negotiations, what to do at each step in the licensing negotiation process, things to do and things to avoid, and the roles and responsibilities of the various members of the negotiating team.

The passage of the America COMPETES Act in August 2007 was the culmination of several years' focus on Capitol Hill and across the country on the issues of science, technology, engineering and math (STEM) education in the U.S. This focus has been twofold: to strengthen K-12 science and math education, and to encourage more students to major in STEM-related programs at the university level. The America COMPETES Act, which authorizes programs within several federal agencies to support both initiatives, is only one step toward meeting these goals. Many federal agencies and their member labs have already answered the call to implement programs designed to support these goals. In this session we heard from speakers who reflected different perspectives on this issue: agencies (e.g., program coordination among agencies), laboratories (e.g., on-the-ground examples of programs currently being implemented), and educators (e.g., the needs of the K-12 science and math teaching communities and how federal STEM programs can help). This issue is of vital importance to U.S. competitiveness, and federal labs have an important role to play.

Assistive Technology in the Trenches: Service Providers, Entrepreneurs, and Researchers

Assistive technology is the application of existing technology and engineering design to maximize the independence of individuals with disabilities. The FLC sponsors an assistive technology initiative that aims to support the assistive technology research and development community. This assistance takes many forms. It may involve facilitating the transfer of advanced FLC technologies, materials, or methods to applications that benefit individuals with disabilities. Or, assistive technology researchers and entrepreneurs might tap into the resources and expertise of FLC members to further their research efforts. The two communities do not know each other well enough to maximize the benefit and opportunities that could result from working together. This invited presentation was an attempt to introduce the assistive technology community to FLC members.

The panel brought together assistive technology and rehabilitation engineering service providers, researchers, and entrepreneurs for a presentation on assistive technology from very different perspectives. No matter their role, each was focused on improving the lives of individuals with disabilities through the application of technology or the development of new, innovative solutions.

A panel of representatives from NASA, DOD, NIST/DOC, and a DOE laboratory presented creative approaches to technology development and technology transfer through innovative partnerships and other collaborations. The panel reflected on previous successes and new initiatives undertaken to foster the transfer of technology from federal labs to other sectors, as well as the opportunity to bring into a federal lab—through partnerships and collaboration—technology advances made by other research and technology development sectors outside of government.

Over half of the world's professions are sales-oriented, and so is yours. While LES, FLC and AUTM literature is rich with discussions concerning the legal aspects of technology transfer, valuation methodologies, negotiation tactics and marketing, it lacks an acknowledgement and explanation of how to manage a sales operation. This session discussed how adopting proven sales processes can make you more effective.
Leveraging Federal Laboratories for Regional Success

Federal laboratories are a valuable economic development resource and much has been done to make them a more attractive source for innovative ideas in the private sector.
