Description

• Other Transactions are agreements used for two purposes:

  • Basic research
  • Prototype projects that are directly related to weapons or weapon systems.

  They are not a contract, grant, or cooperative agreement.

Features/Characteristics

• Contracting officers have wide discretion to negotiate patent and technical data rights without the restrictions imposed by the FAR or the Bayh-Dole Act.

I.P. and Resource Commitment

• Nonfederal parties provide at least 50 percent of the resources.
