Description

  • A Test Services Agreement (TSA) is a technology transfer mechanism that enables federal laboratories to perform work for hire.

    Unlike a CRADA, the TSA is not a joint R&D effort.

Features/Characteristics

  • Under a TSA, a federal laboratory performs a test or technical service for a fee. Materials, processes, equipment, models, devices, computer software, etc., may be tested.

    Minimal effort is required to execute this type of contractual agreement, which can be enacted in a reasonably short time.

    TSAs must involve some "unique" government capability and no "undue competition" with the private sector.

I.P. and Resource Commitment

  • The fee must cover all direct and indirect costs.

    All data belongs to the TSA partner.
