Description
- NASA Memorandum of Understanding (MOU) is a statement of policy, practice or intention affecting a matter of concern to both NASA and another entity. Signatories are at the discretion of interested parties (generally at the NASA Associated Administrator level)

- Used most frequently with other government entities such as federal, state or local government.

- Transfer of funds or resources is not permitted. Terms of agreement are not legally enforceable. Goods and services of any kind are not permitted to NASA.
