ARS: Principal purpose is to transfer a thing of value to the recipient to stimulate or carry out a public purpose and substantial involvement is anticipated between the agency and the recipient.
FS:
- Cooperative Agreement: Payment to an outside U.S. entity for performance of a specific project, with government participation.
- International Cooperative Agreement: Payment to an outside non-US entity for performance of a specific project, with government participation.
