Description
- Used if the principal purpose is to provide services for a state or local government on a reimbursable basis.
Features/Characteristics
The ICA authorizes federal agencies to provide states and local governments statistical and other studies and compilations, development projects, technical tests and evaluations, technical information, training activities, surveys, reports, documents, and other similar services that an executive agency is especially competent and authorized by law to provide.
The state or local government must make a written request for services and certify that the services being requested pursuant to the agreement cannot be procured reasonably and expeditiously through ordinary business channels (as required under OMB Circular A-97).
I.P. and Resource Commitment
- The state or local government must pay the agency all identifiable costs.
