  • U.S. Geological Survey (USGS) and Bureau of Reclamation (BR): 15 USC 3710a

    USGS: 31 USC 9701 (covering Work-For-Others)

Description

  • USGS: Private sector entities may use unique equipment or facilities owned and operated by a federal agency using CRADAs or Work-For-Others activities. USGS does not specifically enter into user facility agreements.

BR: The Bureau may enter into a Facility Use/Service Agreement, which is a short-term agreement that allows collaborators to use specialized facilities, equipment and/or capabilities that are not readily available from the private sector.

Features/Characteristics

  • USGS: CRADAs and Work-For-Others activities are the preferred mechanisms for utilization of USGS's facilities rather than a User Facility Agreement.

I.P. and Resource Commitment

  • USGS: A rental fee is charged for the equipment or facility to the private sector party with minimal or no participation by the federal agency's staff.
