What is a T2 Mechanism?

A technology transfer mechanism is any method that is used to implement technology transfer. For transfer of federal technologies to nonfederal parties—or even from one agency to another—to take place, there must be a legal or permissible way to accomplish the transfer. The laws, orders, and regulations that govern federal technology transfer have created or encouraged the development of the various mechanisms that make this possible. Some mechanisms are common to all agencies, and others are unique to specific agencies. The most significant mechanisms are Cooperative Research and Development Agreements and patent licenses.

In order to facilitate the technology transfer efforts of the various federal laboratories, the Education and Training Committee of the Federal Laboratory Consortium for Technology Transfer (FLC) has developed this reference tool, which identifies a cross-section of technology transfer mechanisms used by federal agencies. The matrix identifies a wide variety of mechanisms, the agencies that use them, and Internet links to agency websites where information about each agency's use of the mechanism and samples of mechanisms can be found.

The information is organized and searchable both by mechanism and by agency. By choosing from the appropriate drop down menu, you can search by agency/department or by mechanism. Or you can initiate a keyword search and look for all occurrences of the keyword in the mechanism name. (For example, if you search for the keyword "CRADA," you will find all of the mechanisms that have "CRADA" in their name.) If you select the Search Content box and enter a keyword, you will find not only all of the mechanisms with that keyword in their name, but you will also initiate a keyword search of the webpage(s) associated with that mechanism. If you wish, you can also view all mechanisms included in the Matrix.
