Licensing Agreement
Transfer of less-than-ownership rights to another party so that party can use the intellectual property. There are many types of licenses and licensing agreements. Private parties may license inventions from the government, and the government may license from the private sector. Industry partners must satisfy certain conditions before the government grants a license. May also be called Patent License Agreement.

DOD program that meets national security objectives through the development and application of advanced manufacturing technologies and processes.

Contract between IP owner and another party that permits the licensee to use the IP in accordance with the terms of the contract. There are many types of licenses.

Space Act Agreement
Arrangement concluded under the "other transactions" authority of the Space Act, used to enter into a wide range of agreements with numerous entities and conduct international cooperative space activities.
Technical Assistance
The government has many ways for its scientists and engineers to assist nonfederal parties, with or without a fee. The laboratory or facility can provide knowledge, specialized equipment, and/or facilities through a variety of agreements. Assistance may be as simple as providing information by phone or as involved as spending a few days onsite.
Technical Assistance to Small Business
Assistance provided by agency/laboratory/facility personnel through a response to an inquiry from an individual or organization seeking to further knowledge, solve a specific problem, or improve a process or product.
Technology Investment Agreement (TIA)
Special type of assistance instrument used to increase the involvement of commercial firms in federal R&D. May be a type of cooperative agreement or another type of assistance transaction. Can be used to carry out basic, applied, or advanced research projects when appropriate. Research is to be performed at least in part by for-profit firms, especially as members of consortia.

Simple agreement that specifies the purpose, terms, and conditions related to the transfer of technologies between U.S. government agencies.
Test Services Agreement (TSA)
Agreement that allows federal laboratories to provide facilities and/or services to a nonfederal entity for a fee.
Transportation Pooled Fund Program
Means for state Department of Transportation (DOT), commercial entities, and Federal Highway Administration (FHWA) program offices to combine resources and achieve common research goals.
Trust Fund Cooperative Agreement
